His career includes serving as Director of Studies at the Institute for Fiscal Studies (Ministry of Finance), where he carried out groundwork for tax reforms and participated in the design of reforms in African and Latin American countries. He was secretary of the Commission for the Reform of the current General Tax Law, has served as a lawyer for the Supreme Court, and as an international consultant.
In the academic field, he has been a Professor of Financial and Tax Law at the University of Vigo (on leave) and later at the Complutense University of Madrid. He is the author of several publications of educational and professional interest and a trainer at multiple institutions.
